I was going to say try FIST Holsters but I checked first and did not see any level II or III retention duty ones.
Safariland or Bianchi should have them.

Ah the nightmare that finding a duty holster for an XD can be. It took me 3 months to get mine. I finnaly wound up with a safariland double retention rig. Its a good holster and I recommend it. I am not going to provide a link to the online retailer that I used because the service was lousy. Thats why it took so long. Safariland was the only one that I could find that made one. I hope this helps some.
