I've seen this question posed on some of the other 1911 forums and some usual knowledgable people have replied that the number indicates the fit, 1 being for a tight groove and 2 being for a groove machined a little wider. Apparently Colt makes more than one size stop to speed the assembly process, if the groove is wider don't fit the stop just get a #2 stop and proceed. I checked all my Colts and most are #1 with a few #2, except one SS series 80 I have has a #1o stamped on it just as I typed a normal height 1 and a slightly smaller o. I have not checked it with a micrometer yet, but I doubt it indicates an oversize stop.
